Public Facilities Authority (PFA)
The mission of the Minnesota Public Facilities Authority (PFA) is to utilize its interagency authority to provide municipal financing expertise and infrastructure financing programs to enhance the environmental and economic vitality of the State. The PFA is responsible for the administration and financial management of three revolving loan funds and other programs to assist local governments and others with the construction of public infrastructure. The PFA is established under Minnesota Statutes Chapter 446A.

PFA BOARD
The PFA is governed by a board consisting of six state commissioners representing the departments of Employment and Economic Development, Management and Budget, Health, Agriculture, Transportation, and the Pollution Control Agency. The commissioner of the Department of Employment and Economic Development (DEED) serves as the chair.

PFA FUNDS AND PROGRAMS
Clean Water Revolving Fund
Provides below-market financing to local governments to upgrade and construct wastewater treatment and collection facilities. The program is administered in conjunction with the Pollution Control Agency (PCA). The fund also provides monies to the PCA, the Department of Agriculture, and DEED for loan programs to address nonpoint source pollution.

Wastewater Infrastructure Fund (WIF)
Provides supplemental assistance to local governments for high cost wastewater treatment projects. Supplemental assistance is provided in conjunction with the U.S. Department of Agriculture’s Rural Development grant and loan program, or in conjunction with financing from the Water Pollution Control Revolving Fund.

Maximum Daily Load (TMDL) Grants
Provides grants to assist municipalities with costs for projects required
by TMDL implementation plans. The application deadline for FY2009 TMDL grant funds is July 31, 2008.
Clean Water Legacy Phosphorus Reduction Grants
Provides grants to assist municipalities with costs for phosphorus reduction projects. There are currently no funds available for this program.
Small Community Wastewater Treatment Program
Provides loans and grants to assist local governments with costs to replace non-complying Individual Sewage Treatment Systems (ISTS) with new ISTS and small clusters that will be publicly owned and operated.
Drinking Water Revolving Fund
Provides below-market financing to local governments and other public water suppliers to upgrade and construct drinking water treatment, distribution and storage facilities. The program is administered in conjunction with the Minnesota Department of Health (MDH).

Transportation Revolving Loan Fund
Provides below-market financing to local governments and the Minnesota Department of Transportation (MnDOT) for transportation-related projects. The program is administered in conjunction with MnDOT.
Credit Enhancement Program
Provides a limited state guarantee for certain types of general obligation bonds
issued by cities and counties for purposes specified in Minnesota Laws 2008, Chapter 300, Section 39, subdivion 1(d).
